Forex: USD/TRY (US Dollar vs New Turkish Lira)

What does this particular currency pair USD/TRY mean? The first position is the US dollar position in the base position and the second part of the equation is the New Turkish Lira. This would mean that you would have both currencies bought in the US dollars and sold in the Turkish lira. The current exchange rate for the lira is 1.5721 US dollars.
